Rivalry between nations has a long and sometimes bloody history. Chapter 1
The Problem of Rivalry Deescalation and Termination

The demise of the Cold War caught many, if not all, observers and participants alike by surprise. For much of the time between the end of World War II and the late 1980s/early 1990s, analysts and policymakers alike assumed that the East-West structural cleavage in world politics would remain unvarying. This cleavage was so paramount that it permeated and influenced world politics at all levels. In fact, for many observers every competition appeared, rightly or wrongly, as if it were a proxy struggle for the U.S.-Soviet rivalry. Then, abruptly, the central cleavage no longer existed. As a consequence, analysts and decision makers alike lost their conceptual anchor for deciphering how the world worked. The "world still worked," but a basic key to unlocking the secrets of how it worked had disappeared for good.

In such periods of fundamental structural transformation, the usual response is to search for new ways to explain events and processes. Although the idea is hardly new, rivalry offers such an avenue. The history of international relations is replete with many examples of states engaged in long and intensive feuds. The Athenians and Spartans would have appreciated the idea of rivalry in the fifth century BCE. So would have the Romans and Carthaginians a few centuries later. The problem—perhaps because the phenomenon has been ubiquitous for so long—is that we have taken rivalries for granted. Therefore, the explicit study of rivalries as generic processes of conflict and cooperation is a relatively recent development. While there has been some effort at looking at nation-state dyads that have fought repeatedly prior to the end of the Cold War, there are still few clues as to why rivalries come and go. The unanticipated and abrupt end of the late twentieth century's "mother" of all rivalries—the Cold War between the United States and the Soviet Union—highlights this lacuna.

In this study, an expectancy theory pertaining to rivalry deescalation and termination is advanced and tested. The theory contends that rivalries end when four factors come together: shocks, expectational revision, reciprocity, and reinforcement. The examination of a single rivalry can help probe the utility of such a theory, but it can only be a starting point. More cases and more variation in outcomes are essential to testing the argument more comprehensively. Therefore, we examine ten rivalries: Egypt-Israel, Israel-Syria, Palestine-Israel, India-Pakistan, China-United States, China-Soviet Union, China-Taiwan, China-Vietnam, Thailand-Vietnam, and North Korea-South Korea.

This collection provides ample variance in rivalry behavior with four terminations, three significant deescalations, albeit not permanently, and three continuing cases. Within these ten cases, there are also thirty-three episodes of attempted deescalation with successful or failed outcomes in rivalry deescalation/termination. For instance, the Egypt-Israel rivalry generates ten subcases of attempts at rivalry deescalation; the Israel-Syria rivalry yields six; the India-Pakistan rivalry eight; and the North-South Korea rivalry three.

Moreover, some of these rivalries overlap partly as a consequence of their location in similar geopolitical neighborhoods. Hence, the interdependencies among these rivalries make it challenging to analyze them individually or as a combination or sets of cases. The concern is that a case-by-case analysis of these rivalries could overlook some theoretical breakthroughs that could be better observed when the interdependencies of these cases are taken into account via a more macro-investigation. Therefore, we propose to do both types of examination. In Chapters 3-7, we examine rivalries on a case-by-case basis. In Chapter 7, we investigate six rivalries as an ensemble within the Asian subsystem.

The Problem

Maoz and Mor (2002: 3) capture the heart of much of the motivation for rivalry analysis: "The belief in the pervasiveness of international conflict contrasts with the empirical record. A systematic survey of the last two centuries yields two seemingly striking facts. First, most states were relatively peaceful; only a small group of states was responsible for most interstate disputes and wars during this period. Second, these conflict prone states did not fight randomly—they tended to fight each other. Consequently, a small group of dyads is responsible for a disproportionately large number of conflicts and wars."

More precisely, less than 1 percent of all the dyads in the past two centuries have been responsible for nearly 80 percent of the interstate warfare (Colaresi, Rasler, and Thompson 2007). While there is disagreement about how best to conceptualize these conflict prone states, scholars have begun drawing attention to the distinctive nature of rivalries and rivals—the dyads and states that tend to be most likely to become involved in international conflict.

What constitutes a strategic rivalry? Two important criteria are that states regard each other as competitive and as threatening enemies. States view other states as competitive when they are roughly in the same capability league. For instance, few scholars would argue that the United States and Mexico are able to mobilize capabilities at the same level. This disparity is due partly to the U.S. lead in resource endowment and partly to the seizure by the United States of a large proportion of Mexico's territory—which also ensured and enhanced the future lead of the United States over Mexico. Nevertheless, the United States and Mexico were once competitors of sorts, but they were not after 1848.

However, the stipulation that rivalry is restricted solely to those states that have symmetrical capabilities does not always hold. For example, the United States and Cuba have never been equal in strength, but, for a while, U.S. decision makers perceived Cuban foreign policy as highly threatening and Cuba as an enemy. Cuba reciprocated the favor. In recent years, the rivalry has atrophied, but neither side is willing to admit it.

States are viewed as enemies by the decision makers of a country if they have done physical harm in the past, or project some probability of doing such harm in the present or future. If they have already attacked or done damage to a state's interests, then the probability of inflicting more damage in the future is likely to be all the greater. If this perception is combined with competitive status, then there are four possibilities as delineated in Table 1.1. The most common situation is found in the lower right-hand cell: states that are neither especially competitive with one another nor explicitly threatening to each other. In the upper right-hand cell are states that are competitive but nonthreatening. Normally, this category would encompass states that might become political-military rivals sometime in the future or may have been rivals in the past but no longer perceive mutual threats emanating from each other. Examples of the former type are commercial rivals like Japan and the United States in the early 1990s. The latter type is exemplified by Britain and the United States or Britain and France after 1904, or France and Germany today.

Asymmetrical relationships, the lower left-hand cell, have already been discussed in the context of states that were not in the same league as their rivals but that acted temporarily as if they were. The more common situation is the genuine asymmetrical relationship in which a large and powerful state threatens a weaker neighbor and there is not a great deal that the weaker neighbor can do about it. Most recently, the Russian-Georgian relationship provides a good example. The point is that this type of structured dyad does not usually lead to a rivalry between the two states. At best, the weaker party can seek protection from a rival of the stronger party.

Asymmetrical dyads can become rivalries if the weaker side acts as if it is more powerful than its capabilities would otherwise suggest and the more powerful side reacts as if the weaker side is a threatening competitor. Examples would include Argentina-Paraguay in the mid-nineteenth century, Cuba-United States in the contemporary era, or, for a while, Cambodia-Vietnam. Ordinarily, one would not anticipate asymmetrical rivalries enduring for long periods of time without some sort of fundamental resolution of the dispute.

Strategic rivalries, combining similar levels of competitiveness and perceived threat, are located in the upper left-hand cell. They have not been common affairs. Of the many thousands of possible highly conflictual dyads, less than a couple of hundred have become strategic rivals. Yet their relationships tend to endure and escalate into hostility with some frequency.

Why rivalries begin, why they fluctuate in terms of their hostilities, and why they end are all interesting questions. In some respects, the question about the origins of rivalries may be the easiest to answer. Many rivalries—approximately half of those that began after 1816—came into existence with the independence of one or more of the two feuding states. It is at this time that boundary disputes emerge and adjacent states that contain nationals thought to belong to or have some affinity with another state are subject to unwelcome internal intrusions. Another possibility is that two states in a region may be in contention over central leadership. All of these disagreements lead to threatening behavior and perceived threats that bring about rivalry relationships.

Determining why rivalries oscillate in hostility is undoubtedly the most challenging of the three questions posed above. Existing research has yet to develop a full understanding of rivalry behavior. Questions about how rivalries terminate, in comparison, are far more manageable. The issue is whether the effort to understand how and why rivalries end is worth attempting. We believe the answer is yes. Rivalries encompass dangerous processes. Nearly 80 percent of the wars since 1816 have involved confrontations between rivals. If rivalry is central to war making, then understanding rivalry termination processes should be critical to improving our knowledge about how to lessen substantially the probability of war. At the very least, it should help us to understand why wars break out when they do.

Currently, strategic rivalries are not proliferating at an exponential rate (Thompson and Dreyer 2011). On the contrary, they have become less common. Yet those that remain—rivalries involving the two Koreas, China and Taiwan, India and Pakistan, to name a few of the most salient ones—draw attention to the world's hot spots of interstate tension. As rivals acquire nuclear weapons or drag patrons and allies into confrontations, everyone has a stake in assessing what it might take to de-escalate these problem areas.

Moreover, there is always some potential for new rivalries to emerge or old ones to reemerge. World politics exhibits some continuing propensity for intensifying tensions between large, powerful states. An argument, for instance, can be made for the reemergence of both the Russian-U.S. and Sino-U.S. rivalries—albeit in more constrained hues than had been exhibited in their earlier manifestations. For a decade and a half, Russia had been too weak to seriously attempt regaining some of the Soviet Union's former status. That situation has not persisted. China and the United States have been rivals in the past and agreed that they both had incentives in the 1970s to deescalate their conflict. But conditions have since changed. At the moment, China and the United States have declined to acknowledge formally the full extent of their incompatibilities over goals and preferences, but their interactions frequently flirt with strong overtones of rivalry intensification. Meanwhile, China also finds itself in protracted and at least intermittently hostile relationships with India and Japan. Therefore, the revival of terminated rivalries between China and Vietnam or Russia are not out of the question.

Rivalries are not the exclusive property of large, powerful states. Some regions remain highly rivalry prone. The Middle East has long been a leader in this respect. Even if Egyptian-Israeli hostility has been defused for some time, the rivalry between them persists. The defeat and occupation of Iraq in 2003 put some rivalries in abeyance (for example, Iraq-Syria, Iraq-Kuwait, Iraq-Saudi Arabia, and Iraq-Iran), but that is not likely to be a permanent situation either. Other rivalries in the region (such as Iran-Israel or Egypt-Sudan) possess some likelihood of becoming more intense than they have been. Parts of sub-Saharan Africa and Central Asia also appear to be potential places for rivalries to dominate the international political landscape.

While regions exhibit differences in the presence and intensity of rivalry relationships, we have no reason to expect that strategic rivalries will disappear in the near future. In fact, we anticipate that interstate rivalries will be renewed nearly everywhere as environmental problems (global warming and water), energy issues (petroleum), and/or economic difficulties (world depression) grow worse in the twenty-first century.

Therefore, since rivalries have been important in the past, continue to be important in the present, and are likely to remain important in the future, we need to decipher why they come and go. In this book, we concentrate on why rivalries end. When one side defeats the other side overwhelmingly, this question is not difficult to answer. In these cases, rivalries disappear because one or both sides are no longer competitors. But why do some strategic rivalries end even when neither participant in the rivalry has been defeated?

The Rivalry Termination Record

If strategic rivalries eventually terminate, then it follows logically that there are several possible ways in which this might come about. The two fundamental paths, however, can be derived from the definition of strategic rivalry. They include situations when (1) one or both states in the rivalry lose their competitive status, and/or (2) one or both states cease to be perceived as a threatening enemy. In the first causal pathway, the loss of competitive status occurs when (1) one side is defeated decisively and acknowledges defeat; (2) one side acknowledges defeat without war; (3) one or both sides experience political-economic exhaustion and/or intensive civil war.

The loss of competitive status is reasonably common in rivalry cases. Table 1.2 lists the rivalries that have terminated through decisive defeats or exhaustion in the past two centuries. Roughly a third (48 of 139 or 34.5 percent) of the rivalries in the past two centuries have terminated when one side was forced to yield or withdraw from its dyadic contest. Table 1.3 lists another fifteen cases of rivalry that ended as a result of non-externally related war changes with one side acknowledging its inferiority to the other. Adding these cases (fifteen) to those in the last table (forty-eight) indicates that sixty-three, or 45 percent, of the termination cases are associated with endings along realist lines. In short, one side came to the realization that it lacked the ability to continue the competition. Whether it dropped out willingly or otherwise is not our immediate concern.

The main alternative pathway—the downscaling of enemy threat perception—can be realized on one or both sides through such noncoercive processes as

  • shifts in strategic priorities (as in emphasizing domestic development versus external competition)
  • changes in domestic leadership (presumably more critical in situations in which the leader is a principal source of foreign policy orientations)
  • alterations in regime (and thereby leading to a redefinition of who constitutes friends and enemies)
  • negotiations in a mutual effort to lesson tension, hostility, and threat without any structural changes in the adversary's orientation

    Table 1.4 lists the seventy-six cases that fall within the noncoercive pathway to rivalry termination. These cases are grouped together without making a distinction about the reasons for how and why enemy status was revised.

    Meanwhile, Table 1.5 summarizes all the 139 cases along the two causal pathways of rivalry termination: competitive status changes and erosion of enemy status. Forty-five percent of these cases were related to the loss of competitive status, while 54 percent of the cases are associated with the loss or erosion of enemy status. In fact, seventy-six of the cases represent rivalry termination that occurs through noncoercion. Of the sixty-three coercion-related cases of rivalry termination, one or both rivals lost their ability to continue the competition and were forced to yield, either by their adversary or by circumstances. These latter cases are less interesting to study because the reasons for rivalry termination are obvious and less puzzling.

    However, the remaining seventy-six cases depict rivalry terminations that occurred without either side being able to claim an obvious victory. The reasons for their endings are less obvious and therefore more interesting to explain. There is no certain guarantee that the advent of internal shifts in domestic conditions or the presence of negotiations will automatically lead to rivalry termination by both sides. Once a rivalry forms, both sides develop highly negative images of their adversaries. Decision makers expect their rivals to engage in undesirable activities. They have little reason to trust one another. A domestic change in priorities, leadership, or regime may signal genuine changes in foreign policy intentions by one party. But the other side may choose to ignore signals or view them as part of a deceptive strategy. As for negotiations, they can drag on forever without any breakthrough unless both sides are genuinely interested in deescalation. The obvious question is whether we can develop a relatively parsimonious explanation for occasions in which domestic priorities/leader/regime changes and/or negotiations are more likely to lead to rivalry termination.

    The approach adopted here involves the construction and testing of a theory that focuses on decision makers changing their strategies toward rivals. The probability of strategic changes are predicated on antecedent changes in expectations about rivals, external and internal shocks, the presence or absence of policy entrepreneurs (leading decisionmakers with specific agendas to change the way governments operate), third-party pressures, reciprocity, and reinforcement. Not all of these factors are necessary to bring about rivalry deescalation and termination. Nor are they all likely to be of equal significance. Existing theories about rivalry termination are limited to a large extent by their uncertainty about how these factors interact consistently across cases as well as their inability to map all the possible combinations of factors that were present as rivalries ended. Therefore, one of our goals in this study is to explore how these factors do interact and which combinations seem to be the most important ones for explaining how rivalries end.

    Once we elaborate our theory of rivalry termination, we will test its applicability in a number of cases encompassing Eurasia. Specifically, we will examine three Middle Eastern rivalries, one South Asian rivalry, and six East and Southeast Asian rivalries in Chapters 3-7. The ten rivalries under investigation generated thirty-three cases of attempts—some successful— at significant rivalry deescalation—all of which are also examined in Chapters 4-7. Chapter 8 assesses the aggregate outcomes of the rivalry termination cases in terms of our expectancy theory, which is elaborated in Chapter 2. We find ample support for our explanation of rivalry deescalation and termination. The pattern is quite clear: shocks, expectancy revision, reciprocity, and reinforcement are necessary ingredients in bringing about reduced conflict in antagonistic dyads. Policy entrepreneurs and third-party intervention may facilitate movements toward less rivalry conflict, but they are neither necessary nor sufficient.

    Great Overview

    A good overview of the history of the development of the chemical industry. I include part of this information in my High School Chemistry classes to give the students some historical perspective of the science. Nice to have a good chunk of it in one reference.

    great comprehansive book

    An excellent book for those wishing to understand how the chemical industry evolved.
    My father was a chemist and worked for dupont-this reminds me of his many stories he told me. Although, I'm not a scientist , I did work in a chemical plant and purchased many of these products . Sadly, many of these products are no longer
    made in the USA and all of those high-paying jobs have gone overseas.
    I'm a little biased since I live in Wilmington,Delaware- home to many chemcial & pharma compaines. Chemicals demand respect and proper care or accidents will happen.

    This is a very interesting book. It would be much more useful if it included an index for chemicals, too, and not just for people and companies. If it had an index for the chemicals, it would be very useful for undergraduate assignments and use. Maybe a searchable e-book would get around this deficit.

    In 1970, a sixty-five-year-old Philadelphian named Maggie Kuhn began vocally opposing the notion of mandatory retirement. Taking inspiration from the civil rights and anti-Vietnam War movements, Kuhn and her cohorts created an activist organization that quickly gained momentum as the Gray Panthers. After receiving national publicity for her efforts—she even appeared on the Tonight Show with Johnny Carson—she gained thousands of supporters, young and old. Their cause expanded to include universal health care, nursing home reform, affordable and accessible housing, defense of Social Security, and elimination of nuclear weapons.

    Gray Panthers traces the roots of Maggie Kuhn's social justice agenda to her years as a YWCA and Presbyterian Church staff member. It tells the nearly forty-year story of the intergenerational grassroots movement that Kuhn founded and its scores of local groups. During the 1980s, more than one hundred chapters were tackling local and national issues. By the 1990s the ranks of older members were thinning and most young members had departed, many to pursue careers in public service. But despite its challenges, including Kuhn's death in 1995, the movement continues today.

    Preface

    I will never forget my first Gray Panther meeting. It was held at the West Berkeley Library on a February afternoon in 1977. I was struck immediately by the voluble energy of some two dozen gray-haired women and men talking about political issues and the activities of their "network." I quickly realized, first, that I had never been in a room with so many older people before, and, second, that whatever stereotypes of "senior citizens" I held had just flown out the window. I was 32, and for Lani Sanjek and me the Gray Panthers transformed our notions of what our 60s, 70s, 80s, or 90s could be.

    In the 1970s the elderly were still widely seen as "impotent, frail, disabled, demented, or dependent." They were expected to "disengage" (which was also a prominent gerontological theory), not enter the public sphere. And because, like most people, they "conform[ed] to the institutional arrangements which enmesh them, . . . and which appear to be the only possible reality," most older persons remained "quiescent." Throughout America's history, however, there have been "challenges" by political movements to "the rules laid down by . . . traditional authority," with public notoriety following when activists appear "out of place" from where cultural assumptions relegate them. Women voicing political views in the eighteenth and nineteenth century were "out of place." So were factory workers sitting-down on plant floors in the 1930s. And African Americans sitting-in at "white" eateries between 1957 and 1960. And middle-aged female "displaced homemakers" picketing for job openings in 1974. And people in wheelchairs occupying federal offices to protest lagging civil rights enforcement in 1977. The Gray Panthers similarly shattered dominant cultural expectations by appearing in locations and undertaking actions that were "out of place."

    Lani and I had gone to Berkeley five months earlier for my one-year postdoctoral fellowship in quantitative anthropology and public policy at the University of California—mainly to escape threatened layoffs at Queens College in New York following that city's 1975 fiscal crisis. She had just completed the nurse practitioner program at Lehman College, like Queens part of the City University of New York, and soon began volunteering at Berkeley's Over 60 Clinic founded by the Gray Panthers. In December she became the clinic's director. Though we intended to stay in Berkeley for only nine months, Lani served as director for two years, while I became an Over 60 volunteer applied anthropologist and then an active member of the Berkeley Gray Panthers. During our second year I was awarded a fellowship in the University of California, San Francisco, medical anthropology program headed by Margaret Clark, a pioneer in the anthropology of aging.

    Health care visionary and activist Lillian Rabinowitz, convener of the Berkeley network, was our Gray Panther mentor. In Berkeley we also met Gray Panther movement founder and leader Maggie Kuhn (pronounced "koon"), whom we had seen on the Johnny Carson television show a few times, and who in 1981 was our houseguest on a visit to New York.

    In 1978 I returned to New York and Queens College, where I still teach. In 1980 I joined the New York Gray Panthers in Manhattan, and also established ties with the Gray Panthers of Queens, who met near the College. In 1981 I was elected to the Gray Panther National Steering Committee. The following year I organized a meeting of leaders of the seven Gray Panther networks in New York. This resulted in forming an umbrella group, the Gray Panthers of New York City, which I chaired from 1982 to 1987. Lani continued to work as a nurse in community-based settings, and also joined the New York Gray Panther health committee. Meanwhile, I began a team fieldwork project on relations between established white and black Americans and new Asian and Latin American immigrants in Queens, and this led to my appointment as founding director of the Asian/American Center at Queens College in 1987. The time demands of this position made it impossible to continue as convener of the citywide Panther group. While remaining dues-paying members of the Manhattan network, by 1988 Lani and I were no longer "active" Gray Panthers. That year she joined the staff of New York StateWide Senior Action Council, a membership organization of older activists, where she worked as a health care advocate and organizer until retiring in 2006.

    During the 1980s and 1990s Lani and I kept in touch with Lillian Rabinowitz during her visits to her sister Pearl in Queens. Over shared meals Lillian gave vivid updates on activities in Berkeley, where the Gray Panthers continued to flourish. In 1992 Lani and I attended the twentieth anniversary celebration of the New York Gray Panthers. Mirroring the bigger picture nationally, their membership was shrinking and other New York City networks were consolidating. In 1995 the movement's founder Maggie Kuhn died at age 89. The following year I spoke about my Queens research at a New York Gray Panther meeting, and in 1998 Lani, who that year co-founded the New York Network for Action on Medicare (NYNAM), briefed members on threats to Medicare. By then only one Gray Panther network still existed in New York, and in 2000 it ended regular meetings.

    I began this book in 1981-82 when I wrote first drafts of Chapters 2 and 3 covering the origins and first five years of the Gray Panther movement. I utilized eighteen boxes of organizational documents at the Presbyterian Historical Society in Philadelphia, which Maggie Kuhn and the Panthers' executive director Edith Giese arranged for me to visit; and I reviewed national office files with the cooperation of Gray Panther staff members Sherry Clearwater and Rosalie Riechman. I also interviewed Maggie about her pre-Panther life and the movement's beginnings. In 1982 I returned to Berkeley to interview Lillian Rabinowitz and work through that network's files. In 1983 I resigned from the National Steering Committee after struggles between "National" and network-based factions (described in Chapter 6). Dispirited, I did not return to work on the manuscript until 1985 when I completed a draft of Chapter 4 on the Over 60 Clinic and Berkeley network. I planned to finish the book in 1986, but that year my father died and I made no further progress.

    My three Gray Panther chapters remained on a back burner while I continued my Queens fieldwork project and completed a book about it. In 1999 I read Maggie's autobiography, No Stone Unturned: The Life and Times of Maggie Kuhn, published in 1991. Aside from personal details it contained relatively little about her career not found in previous writings and interviews, and surprisingly little about the Gray Panthers. In 1999 Lani and I also attended the twelfth biannual Gray Panther convention in Washington D.C. In 2002 I returned to my Gray Panther manuscript. A 2003-04 John Simon Guggenheim Memorial Foundation fellowship and a 2006 Queens College sabbatical leave allowed me to revise Chapters 2, 3, and 4, add coverage of the Panther movement in New York City, and bring the national, Berkeley, and New York pictures up to date. As it turned out, the New York network resumed meeting in 2003, and while completing this book I became an "active" Gray Panther again. In 2004 we attended the thirteenth Gray Panther national convention in Seattle, and in 2007 I was a guest at the spring and fall national Board meetings. Lani and I also revisited Berkeley in 2007 and attended a meeting of the network where our involvement with the Gray Panther movement began three decades earlier.

    I completed this book as I turned 63, and many Gray Panther concerns look different to me now than when my consciousness about aging and ageism was raised in my early 30s. Sharing in hospice care for my father Russell, who died from prostate cancer at age 70 (which is young to me now), and helping my mother Betty, 90, following her stroke and rehabilitation therapy in 2003 and subsequent falls and hospitalizations, plus frequent visits at her assisted living residence, color my understanding of health and long-term care issues. So have the lives of Lani's parents James, who died at 93 in 2006, and June Morioka, 92, both hearing aid users who aged in place at home with family members close at hand. Lani and I also remained close to a few activist friends as they entered their 90s, continuing to be inspired by their engagement with current politics and with life.

    As a childless couple beginning our own retirement years, we remain concerned about war and intervention abroad, and threats to Medicare and Social Security at home. It is the struggles waged by our 1960s political generation, plus the baby boomers who follow, that will help determine our future in a world we share with people on all continents, and in a United States where by 2030 one in five persons will be 65 and over.

    Plan of the Book

    In telling the stories of the national Gray Panther movement and its Berkeley and New
    local groups this book combines chronological and topical viewpoints. Chapter 1 briefly surveys the rise of old age poverty and retirement in the twentieth century United States, and the subsequent political responses by older people. It also presents biographies of six older Gray Panthers focused on their political activism from the 1930s onward, and for two younger members from the 1960s, before they joined the movement in the 1970s. Chapter 2 examines the pre-Gray Panther life of founder Maggie Kuhn, and then her creation of the movement in 1970 and its activities until 1972. Chapter 3 continues the national Gray Panther story through the group's first convention in 1975. It also introduces the theme of tension between national and local levels of the movement, which recurs in later chapters.

    Chapters 4 and 5 shift to the local "networks" in Berkeley and New York City and their activities through 1985. Though the New York Gray Panthers began first in 1972, I begin with Berkeley, where I first encountered the movement, and its origin in 1973. These chapters show what local Panther groups did in such areas as health care, nursing homes, housing, transportation, nuclear disarmament, and Social Security. They also deal with nuts-and-bolts aspects of how a social movement operates: committees and "task forces", planning and conducting actions, links with other chapters, coalitions, interpersonal relationships, fundraising.

    Chapter 6 covers the national organization from 1975 to 1985, including Gray Panther responses to the presidencies of Jimmy Carter and Ronald Reagan. During this decade the Panthers formed an alliance with the National Senior Citizens Law Center, helped create the National Citizens Coalition for Nursing Home Reform, and achieved representation at the United Nations. As the networks rapidly grew to more than one hundred, initiated regional meetings, and formed umbrella organizations in California and New York, national-local conflict intensified during 1982-85. Biannual conventions occurred, and publicity expanded as Maggie became a national celebrity. In 1985 the Panthers opened a Washington D.C. office.

    Chapter 7 covers the period from 1986 to Maggie's death in 1995. As the founder grew increasingly frail and the movement faced closure in the early 1990s, new national leadership appeared. However, a loss of younger members to career demands, and older members to disability and death, diminished the number of networks as well as their activist ranks. Chapter 8 deals with the years after Maggie, 1996-2007, and efforts at the national level to mount national campaigns and to nourish the grassroots. Chapters 7 and 8 also trace events in Berkeley and New York from 1986 to 2007 when, despite setbacks, both networks continued to survive.

    Four of the chapters use opening "time jump" vignettes, beginning with a key event in Gray Panther history that occurs at the end of the time period the chapter covers: Maggie's 1972 Denver press conference that resulted in the movement's first national publicity (Chapter 2); the first Gray Panther national convention in 1975 (Chapter 3); the opening of the Panthers' D.C. office in 1985 (Chapter 6); and Maggie's death in 1995 (Chapter 7).

    The concluding Chapter 9 surveys "the Gray Panther legacy." Here the movement's key contours over nearly four decades are sketched, and the principle accomplishments identified. Gray Panther ideology and tactics are delineated, and the later careers of several "alumni," mainly younger members, briefly described. The book ends with discussion of how the Panthers' social justice agenda fares in the new century, and how they may fare in the future. Readers wanting an analytic overview of the Gray Panthers might read this chapter first.

    The book is written with a broad readership in mind, including Gray Panther members and alumni, other activists, students and scholars (in anthropology, American history, social movements, gerontology, health and social welfare policy, peace studies), and older people as well as baby boomers contemplating their older years. Accordingly, references to sources and to academic discussions and theoretical concepts are restricted to endnotes.

    Sources and Acknowledgments

    This book is the work of a social anthropologist, yet it is not, strictly speaking, the product of ethnographic fieldwork like my writings about Brazil, Ghana, and Queens. In Berkeley I had no intention of writing anything about the Gray Panthers until shortly before returning to New York when I addressed an anthropological audience about my experiences at the Over 60 Clinic. And when beginning work on this book, I did not foresee including a chapter on the New York Gray Panthers, and, as in Berkeley, recorded no fieldnotes. Consequently, the sections based on my participation in these two networks in the 1970s and 1980s are derived from newsletters, meeting agendas, letters, and other documents I kept in my files, sometimes with contemporaneous handwritten notations. These, of course, have been filtered and amplified by my "headnote" memories of events I witnessed as a participant.

    The chapter covering the national Gray Panthers in the early 1980s similarly draws upon documents and headnotes from my attendance at the 1981 national Gray Panther convention, National Steering Committee meetings in 1982-83, and interactions with national office staff and Maggie Kuhn during those years, plus "scratch notes" recorded at the opening of the Gray Panther Washington office in 1985. Later chapters incorporate fieldnotes as well as printed materials from the 1999 and 2004 national conventions and a national Board meeting in 2007; notes on conversations with Tim Fuller and Charlotte Flynn in 2003, Susan Murany and Tim Allison in 2004, and Murany and Board members in 2007; and documents and fieldnotes from New York since 2004, and from our Berkeley visit in 2007.

    Earlier and intervening Gray Panther events I did not observe were reconstructed from document files I consulted in Philadelphia, Berkeley, and New York in the 1980s and after 2003, and additional information from my interviews with Maggie Kuhn and Lillian Rabinowitz. I also draw on documents from the New York Gray Panthers' early years conveyed to me by Hope Bagger in the 1980s and Lydia Bragger in 1992, and materials Charlotte Flynn sent me in 2003. My "upstream" (and downstream) understanding of these Gray Panther sources inescapably was influenced by my assessments of people I knew and my interpretation of events l participated in during 1976-78, 1980-87, 1992, 1999, and 2004-07. In reading these local and national documents, my "positionality" as a Gray Panther member thus animates and affects what I take from them. While I have attempted to employ an ethnographic sensibility and adhere to canons of validity I advocate, this book admittedly is the story as one Gray Panther lived and sees it—part ethnography, part history, part memoir.

    SES. Houston, Texas The author had definitely done his research diligently, to the point it was a bit over-detailed. A good source for a term paper. I found it a little "dry" for pleasure reading but I did get very interested in the community clinics.

    Great disappointment

    This second book about the singer Consuelo is heavily driven by plot and Sand's obvious fascination with secret societies. I found nothing philosophical, historical, or doctrinal that was not covered in the first book about the singer. I was hoping for more detail about opera performance, music, and singer's development, both persona
    And aesthetic. This read as a typical suspense novel "will the king seduce Consuelo? What will happen to the princess? Who will save her from prison?". Etc. there weren't even lovely descriptions of countryside or people. I'd guess Sand was needing money when she wrote this.

    Great book, but an interesting offering here as the title is renamed differently than the paperback version that's available and has been available for years (which is widely known as "Consuelo"). Odd when publishers change the name of her books. "The Master Pipers" is also available as "The Bagpipers" for instance (though the translation is a bit different). I'm not sure, but isn't "Consuelo" the given name of the novel? Odd.

    But ... nonetheless ... it's a great story and they are right in saying it's her masterpiece.

    Scintillating reading

    I read this series as a child and I remember having a little difficulty with it at the time. Certainly the books in the series "The Dark Is Rising" are excellent, but they are often prone to long lengthy descriptions that ably bore initially interested children. In this particular case, I suspect I skimmed long sections of this book when I grew bored of its long descriptive passages. The books themselves are complex. It did not surprise me that the author, Susan Cooper studied under J.R.R. Tolkien (of "Lord of the Rings" fame), and I would hasten to add that she, far more than Phillip Pullman, is his current successor. She weaves British and Celtic myth within her stories, beautifully. This book itself is a good one, rare in its kind because the protagonist (your typical pre-adolescent who learns of great powers) has a happy home life and two parent household. I can think of almost no other fantasy series where this is the case. Usually if the child DOES have two parents, one is missing and must be rescued. Not so here. Will has his own adventures and, at the same time, people he cares about who care for him. In this book there is no bully to be defeated or difficulties at school. The Dark and Light characters are well drawn and there is a depth to each and every character that I appreciate. On the whole, I would recommend these books to those kids who are adept readers. Definitely the child who has single-handedly finished a "Lord of the Rings" book will zip through this series with few problems. Harry Potter fans may also wish to graduate to a higher level with this story. Readers may wish to start with the first book in this series, "Over Sea, Under Stone", before moving on to "The Dark Is Rising".

    Rich and "Dark"

    Susan Cooper has yet to equal "The Dark is Rising," the second book of her classic Dark is Rising Sequence. Independent of the first book "Over Sea Under Stone," this is also darker, more magical, more intense, and one of the most beautifully written fantasy novels in existance.

    Will Stanton is an ordinary boy, until his Midwinter eleventh birthday. On that day, he ventures out into a seemingly changed world. There, he encounters a sinister Dark Rider, then a beautiful white horse that leads him to a hidden place, where he finds two of the Old Ones -- the mysterious Lady and Merriman Lyon, one of the stars of the previous book. The Old Ones are immortal, powerful, wise, and it turns out that Will is the last one born.

    And as an astonishingly cold winter settles over England, Will is taught some of the ways of the Old Ones, who fight the Dark (forces of evil, like the Dark Rider). He has one of the signs of power, but must get them all: Iron, Bronze, Stone, Wood, Fire and Water. And he must contend with the Dark Rider, his own failings, and a mysterious stranger whose future is inextricably entwined with his...

    Susan Cooper is at her peak here. Will Stanton's adventures have a sense of unreal mystery and magic about them, where the slightest actions can have significance, time is easily manipulated, and two kinds of reality intersect. Welsh mythos and legend is interwoven more deeply here, including hints of the Arthurian tilt that was featured more prominently in "Over Sea, Under Stone." At the same time, Cooper accurately displays a more human side of Will, the side that is deeply attached to his family and home.

    Her writing also becomes much more detailed here. In her first Dark is Rising novel, Cooper's writing was relatively spare and lacking in detail. Here, she more than makes up for it with intricate details about the halls of the Old Ones, the bustling farmhouse, and the eerie woods where the Walker wanders.

    Nowhere to be found is the British-kids-on-holiday atmosphere. It's replaced by an warm atmosphere, and one of shocking, powerful magic. This isn't magic infringing on our world, but rather Will stepping from one to another. Her dialogue is more believable, even the little old lady bleating about the snowstorm; and Will tends to think, act, and talk like an eleven-year-old boy who is aged before his time.

    Will himself is an astonishingly three-dimensional character: he flips between being a smart, quiet eleven-year-old to being an Old One, with all the power that suggests. This transition is not one that is handled lightly, as he gradually loses his innocent, boyish outlook and learns more about the battle between evil and good. Merriman Lyon is a more majestic character than in "Over Sea, Under Stone," and the reader gets a saddening view of the sacrifices he's had to make for his battle against the Dark.

    Susan Cooper does an astonishing job with "The Dark is Rising," a spellbinding fantasy that secured the Dark is Rising Sequence as a classic. Truly an entrancing, magical novel.

    I loved this book!

    The Dark Is Rising sequence is an absolutely wonderful collection of books! I first read them when I was in about the 5th grade, and loved them then. I checked them out again at the library this year, in my eighth grade year, and fell in love with them all over again. I loved the way that Susan Cooper based the book on Celtic and English legends and stories, and I think that that gave the books a lot of life. After I read these books, I wanted to be an Old One. I seriously did, and after I realized that that probably wasn't going to happen, I decided that I could just keep the Light inside of me and help people out. I know, I know, I sound ridiculous, but some books just affect me in a way, and this sequence did. These are classic good against bad books, with a different twist that makes them unique.
